Replacement “cedula” will cost ¢6,000 starting Feb 3

QCOSTARICA — Starting next week, on February 3, 2025, the Tribunal Supremo de Elecciones (TSE) will start charging US$11.92 (¢6,070 at the current exchange rate) for more Costa Ricas who request more than one “cedula” in the same calendar year.

The charge, according to the TSE, is the actual cost to produce the document. This amount is adjusted year by year in dollars, taking into consideration the costs of issuing the document. However, the charge to citizens will be made in colones taking into account the exchange rate on the day of payment, according to the exchange rate differential established by the Banco Central de Costa Rica (Central Bank).

In order to comply with the collection according to the Law for the Management of Replacements of Identity Cards (Law No. 10,243), a commercial alliance was established with the Banco de Costa Rica (BCR) to use the payment mechanisms of this financial entity.

Exceptions

The same legislation mentions several exceptions for the collection in the following cases:

  • People with disabilities (with a valid card or certification issued by the National Council of People with Disabilities),
  • Senior citizens,
  • Indigenous people. and
  • Inmates in institutional care centers.

In addition, two months before and even on the day of the elections (whether national or municipal), the replacements of identity cards that are requested will not be charged.

How will the payment work?

Before going to the TSE, citizens must check on the website www.tse.go.cr whether they are required to pay for the replacement of their ID card (this can also be checked in person at the TSE offices). If they must pay the stipulated amount, they can access the payment platform found on the TSE website and pay with a debit or credit card (Visa or Mastercard).

They may also pay the cost through the channels provided by the BCR:

  • Virtual office of the Bank at www.bancobcr.com in the “Installments and Plans” section
  • BCR Mobile Application in the “Payments” section and the “Government” category
  • At BCR offices throughout the country (payments in cash, with a BCR card and/or at BCR Self-Service machines)
  • At Tucán points, either in cash or with a debit card (See list and location here)

Once the payment has been made, the citizen may appear at the TSE, at any of its offices, to request their identity document

In the case of Costa Ricans who are abroad, they must make the payment on the TSE website and then go to the nearest consulate with the respective receipt.
