Illegal markets finance Costa Rica’s criminal groups on the web

QCOSTARICA — The Cybercrime Section of the Organismo de Investigación Judicial (OIJ) – Judicial Investigation Agency, has found illegal markets on the dark web.

“They allow this type of commercialization of an infinite number of products, all that we can imagine: weapons, (human) organs, people, and drugs. They are very difficult to pursue,” explained the judge of the Special Jurisdiction in Organized Crime (JEDO), Marianela Villalobos.

She added that Illegal markets, those not controlled, become vital to finance criminal organizations.

There is “disorderly evidence,” because the Jurisdiction has not made a compilation of markets, that these groups try to get money quickly to be in operation.

“One of the main niches is smuggling, since some gangs are dedicated to selling products that enter the country without paying taxes,” Villalobos said at the Global Forums Security Forum in its 2024 edition.

“They generate that fast money that criminal structures need and that in our country have been focused on from a detriment to the State’s finances or people’s health, but it has never been taken seriously that they affect security issues,” she said.

In addition to smuggling, there are other niches such as illegal lotteries in rural areas, because there is less control by the police authorities and it is off the radar of the Prosecutor’s Office.

Villalobos stressed that environmental crimes are also part of the illegal markets that they have identified, especially for the trade of flora and fauna, as well as for illegal mining.

They call on the environmental prosecutor’s office to deal with these types of cases.
