DEKRA is out! | Q COSTA RICA

QCOSTARICA — The Applus CR and Tüv Rheinland are the two companies selected to be in charge of the vehicular technical inspection or revisión técnica vehicular  (RTV) in Spanish, starting in July.

The companies were appointed in August 2024 by the Board of Directors of the Consejo de Seguridad Vial (COSEVI) – Road Safety Council. However, Dekra filed an appeal with the Comptroller General of the Republic (CGR), which stopped the continuation of the tender.

However, the Comptroller’s office stated that it was up to Cosevi to assess whether a new act should be issued in accordance with the parameters set out in the tender document and the purpose of the competition, which would be its responsibility.

That led the COSEVI to decide that DEKRA, the world leader in vehicle inspection, carrying out more than 26 million inspections in 22 countries each year and currently in charge of the RTV in Costa Rica, is out.

In the process, DEKRA objected that one of the shortlisted companies (Tüv Rheinland) failed to meet the deadline for carrying out 25 million inspections, which it could not prove on its own or through companies linked to this business firm.

Among DEKRA’s complaints was that Cosevi’s request for information to that company was made outside the legal deadline to provide such data.

“It was identified that on November 20, 29, and December 11, all of 2024, Tüv Rheinland Certio, S.L. incorporated into the digital file of the tender on the Sicop platform, unofficially, documentation with which it claimed to certify the number of inspections carried out by the company SECTA between the years 2013 to 2021 and then in the year 2022, that is, the number of inspections carried out ten (10) years prior to the date of submission of the offer,” they indicated in the agreement.

The decision was confirmed by the Consejo de Seguridad Vial (COSEVI) – Road Safety Council, in the session held on December 18 and officially announced this week by Carlos Rivas, director of COSEVI.

Rivas said that DEKRA was excluded from the competition, as indicated by the Evaluation Committee.

“If there are no additional inconveniences, the new companies will take over the operation starting in July of this year, guaranteeing the continuity of the vehicle technical inspection service in the country,” Rivas said.

The Board of Directors’ decision will become final after the 10 business days established have elapsed, starting from January 15, a period during which any appeals or additional administrative procedures will be received.

DEKRA took over the vehicular inspection in Costa Rica in October 2022, following the decision by the current administration to take over vehicular inspections done by RITEVE for the previous 20 years.
