QCOSTARICA — Good news for independent (self-employed) workers and employers, the proposal with the aim of forgiveness of debts for fines and surcharges owed to the Caja Costarricense de Seguro Social (CCSS) is advancing through Congress.
Sixteen legislators from five benches presented a bill that proposes to extend, for the second time, a period for debtors to catch up thanks to the forgiveness that came into effect on December 14, 2022, when the Caja published the regulations of the law that authorized this measure.
Liberación Nacional, Unidad Social Cristiana, Liberal Progresista, Nueva República and Frente Amplio are the promoters of the proposal.

“The idea is to give it a quick process in the legislative plenary to avoid its passage through a commission, given that the first one-year extension expires on December 14,” said Monserrat Ruiz, of the Partido Liberación Nacional.
The initiative proposes that the extension will begin to be computed once the CCSS has completed the necessary adjustments in its computer system, to include invoices for medical services, as well as any other required changes, ensuring that the law is fully implemented.
In total, 23,000 employers and independent workers were brought up to date with social security under said legislation, which is equivalent to 94% of a total of 24,638 applications received.
The measure does not include direct contributors, such as residents as required to pay the Caja directly to process their residency application and renewals.
