Costa Rica rules out electronic voting for the 2026 general elections

QCOSTARICA — The Tribunal Supremo de Elecciones (TSE) de Costa Rica  – Supreme Electoral Tribunal, reported that it will not use the ballots – Papeleta Única Electrónica (PUE) – in the 2026 general elections, due to economic reasons.

The TSE indicated that despite the fact that a pilot plan was implemented in the last municipal elections, held earlier this year, with positive results, the technical evaluation does not recommend using the electronic vote in the general elections of 2026 for economic reasons.

“Costs were estimated at a very high amount, whose cost-benefit ratio, in the opinion of the aforementioned report, is not favorable or advisable for the TSE,” the TSE said in a statement.

Additionally, there is a logistical reason, since it was considered that the main virtues demonstrated by the PUE, key to a municipal electoral process of high logistical complexity, “are not as pressing in a national one,” explained TSE in its report.

Therefore, the TSE agreed not to use the PUE until the market offers alternatives consistent with the budgetary limitations currently faced.

The TSE also authorized the General Directorate of Electoral Registration and Financing of Political Parties to continue investigating information technologies that allow for easier processes of printing ballots, counting votes, and improving the times of transmission of results.

In February 2026, Costa Rica will hold elections to choose the president and the 57 legislators of the Legislative Assembly for a four-year term (2026-2030).
