RICO’s Q — In an unexpected diplomatic turn, Costa Rica abstained from voting on a United Nations General Assembly resolution condemning Russia’s aggression against Ukraine, despite having been one of the co-sponsors of the initiative.
The UN General Assembly, meeting under the Eleventh Special Emergency Session, discussed two resolution proposals related to the war in Ukraine.
However, at the time of the vote, the Costa Rican representation at the UN opted to abstain, joining 64 other countries that avoided taking a direct position.

The final result of the vote was 93 votes in favor, 18 against and 65 abstentions.
Among the countries that voted against were Russia, Nicaragua (totally expected) and Israel.
Costa Rica’s abstention marks a departure from its traditional stance of defending international law, especially after President Rodrigo Chaves supported Ukraine.
In January 2023, Chaves said that if Costa Rica had had an army, he would have already sent soldiers to Ukraine to support them in the invasion by Russia.

The decision was criticized by several political actors, including two former presidents, Miguel Anged Rodriguez (1995-2002( and Laura Chinchilla (2010-2014).
