QCOSTARICA — The La Cruz region of Guanacaste, in the upper northwest area of Costa Rica, stands out as the area with the greatest potential for the generation of offshore wind energy in the country, according to a socio-environmental and legal diagnostic study financed by the Central American Bank for Economic Integration (CABEI) and the Republic of Korea.
This analysis carried out in collaboration with the State power company, the Instituto Costarricense de Electricidad (ICE), identified favorable conditions for the development of an offshore wind farm that could boost the local economy.
“The development of offshore wind energy represents a unique opportunity to diversify Costa Rica’s energy matrix and strengthen its leadership in renewable energy. Financing these studies is a crucial step to ensure that the country is prepared to face the technical, economic and social challenges posed by the development of this type of project that CABEI is willing to support ICE in its development, as well as the hydroelectric, geothermal and wind farm plants that we have supported in the past,” said CABEI manager in Costa Rica, Álvaro Alfaro.

The study carried out several key actions, including an environmental awareness strategy, a diagnosis of the social and economic context, and a communication plan to ensure that the community is informed and engaged with the project. The findings indicate that the community of La Cruz has a broad interest in the initiative, suggesting strong local support.
In addition, a thorough analysis of the marine-coastal infrastructure is recommended, including the modernization of ports and the development of new submarine cables; as well as linking with international initiatives, monitoring technological advances to optimize the project, and promoting strategic alliances with key players such as the CABEI with financing capacity.
This offshore wind energy project not only represents a step towards a more sustainable future, but can also serve as a model for similar initiatives in other parts of the country.
