QCOSTARICA — Costa Rica recorded its highest fuel consumption in history in 2024, reaching an unprecedented level in hydrocarbon distribution.
For the period, 3.721 billion liters of fuel were sold nationwide, representing a 3.19% increase compared to the previous year, according to official data from the Costa Rican refinery that refines nothing, the Refinadora Costarricense de Petróleo (Recope).
If sales to the state electricity and telecom utility, Instituto Costarricense de Electricidad (ICE), Costa Rican Electricity Institute (ICE), are included, the total rises to 4.099 billion liters, marking a year-over-year increase of 8.39% compared to the 3.782 billion liters recorded in 2023.

“This growth is a direct reflection of an economy that remains reactive. Transportation, industry, and commerce are demanding more energy, and Recope has risen to the challenge,” said Karla Montero, president of Recope.
In addition to responding effectively to the increase in demand, Recope has maintained a strategic approach to its purchasing processes, prioritizing high-quality fuels at the best price on the international market.
“We buy at the most favorable price and acquire fuels that meet the highest standards. Efficiency is key to benefiting the consumer,” Montero added.
For this year, Recope forecasts that the upward trend will continue, albeit with more moderate growth. Domestic sales are estimated to reach 3.759 billion liters, which would represent a 1.04% increase compared to 2024. Adding expected sales to ICE, the projected total would reach 3.902 billion liters.
This slight decrease in purchases by ICE is due to a lower need for thermal generation, according to the institution.
