QCOSTARICA — “The Judicial Branch of Costa Rica says it receives up to 5,000 cyber attacks per day,” said Randall Zúñiga, director of the Organismo de Investigación Judicial (OIJ) – Judicial Investigation Agency, during the presentation of the report entitled “State of the Situation of Criminality 2024”.
In the explanation, Zúñiga revealed that the Third Power of the Republic is not exempt from these events and that on the contrary it is a very important target for criminal gangs.
“The Judicial Branch receives cyber attacks every day, criminal groups are always trying to find a vulnerability, because evidently this Power of the Republic information on criminals (…), so it is a super bounty for any group,” said Zúñiga.

Zúñiga also recalled the cyber attacks that occurred years ago to state institutions that increased during the COVID-19 pandemic and explained that these are different from bank frauds.
“This is an issue that has been booming and since the pandemic, there has been a significant increase in these (…), among which computer fraud, identity theft, dissemination of false information and computer espionage stand out,” he explained.
And he said that one of the most common events in this area is computer sabotage known as ransomware.

“That is basically hacking the technological terminals of a company or institution and asking for a ransom or payment to return the equipment to the owners. We had cases in the Costa Rican Social Security Fund, in the Ministry of Finance and recently in Recope, and the General Directorate of Migration and Immigration,” said Zúñiga.
