QCOSTARICA — Today, November 1, the Instituto Nacional de Seguros (INS), made available the consultation system and purchase of the 2025 Marchamo.
The platform was officially enable at 8:00 am, where the owners of the 1.9 million registered vehicles can consult the cost of the right of circulation that applies as of January 1, 2025.
As happens every year, the INS is the state entity collecting the fee during the last two months of each year, that includes the property tax on vehicles, the mandatory insurance (provided by the INS), among other items that also includes any unpaid traffic infractions registered against the vehicle.

What’s new for this year?
Last year, the Legislative Assembly approved a change to the way it calculates the fiscal value of vehicles, the amount on which the property tax is determined, which represents the largest amount to be paid each year.

The change resulted in a reduction of the tax payable, according to the promise and logic of the law approved in 2023, due to a common sense of depreciation, due to the age of the vehicle it has lost value.
Prior to the change in the law, while the age of a vehicle resulted in the depreciation of the market value of vehicles, however, the fiscal value increased in many cases, making the vehicle, at least on paper for tax purposes, more valuable and subject to higher taxation.
The second most important item, the Compulsory Automobile Insurance (SOA), increased this year for all vehicle categories. However, with a lower property tax, most vehicle owners will not see any increase, and in some cases a decrease of the overall Marchamo as compared to the previous year.
Unlike the last two years, when the Marchamo could not be made available on November 1 as mandated by law, in 2022 due to the controversy over the vehicle property tax and in 2023, the insurance regulator not accepting the INS proposed rates for the compulsory insurance, this year all is as it should be.
