QCOSTARICA — A new cooperation project adds to Costa Rica’s efforts to strengthen national capacities to prevent and respond to cyber-attacks. With the support of the European Union, a new cyber intelligence laboratory, forensic laboratory and a secure information exchange network for public institutions, will be established.
Thanks to this cooperation, the national capacity to anticipate cyber-attacks will be strengthened as the cyber intelligence laboratory will monitor the dark web and the deep web to identify possible threats proactively, allowing a faster and more effective response.
It is also expected to facilitate the investigation of incidents as it will be possible to analyze digital evidence more thoroughly to determine the causes of cyber attacks, identify those responsible and support legal actions.

Likewise, inter-institutional cooperation will be strengthened through the establishment of a secure private network that will facilitate the exchange of crucial information between key agencies such as the Ministerio de Ciencia, Innovación, Tecnología y Telecomunicaciones (MICITT) – Ministry of Science, Innovation, Technology and Telecommunications, the Organismo de Investigación Judicial (OIJ) – Judicial Investigation Agency, and the Dirección de Inteligencia y Seguridad (DIS) – Directorate of Intelligence and Security.
The project will be implemented by the Spanish Cooperation Agency specialized in the promotion of public systems for people and planet (FIAPP) and the Cryptologic Center of Spain, with funds from the European Union.
The ambassador of the European Union, Pierre Louis Lempereur, said that “this is a historic milestone that is part of the efforts we are leading towards more robust cybersecurity worldwide. The regulatory and cybernetic experience of the European Union allows us today to expand this solid support to Costa Rica and strengthen its national cybersecurity strategy. The security of computer networks and the protection of Costa Rica’s digital sovereignty is an aspect of great relevance in a world where cyberattacks can undermine the security of a nation.”
The MICITT, Paula Bogantes, highlighted the benefits of this initiative: “We will strengthen our response capacity to incidents, protect sensitive information and provide greater confidence to citizens in the State’s digital services.”
With this project, Costa Rica is positioned at the forefront in the fight against cybercrime, guaranteeing the security of information and the continuity of public services essential for the development of the country.
For his part, Erick Lewis, head of the Specialized Section Against Cybercrime of the OIJ said that “this laboratory increases the response capacity in our country, mainly in the containment of computer security events that are the daily work of public and private companies, and also increases the forensic and investigative capacity, since many of these incidents become crimes that will be investigated by the OIJ, which favors our work.”
